This project, implemented along with partner organisations, will especially benefit women and youths living in the Modjo area of Ethiopia. To achieve this goal, the project office in Ethiopia seeks to engage with globally renowned international research, academic and training institutions to outsource some activities. This is a ToR for an overseas-based international research and/or training institution for the provision of practical training on tannery waste utilisation and conversion into valuable product/s for selected leather experts.
Background

Solidaridad Ethiopia is currently implementing initiatives in the cotton, textile, leather & coffee commodities in collaboration with the Ethiopian government and private sector partners & stakeholders.
Solidaridad established a country office in Ethiopia in November 2015 with registration # 3531. The office re-registered on July 11, 2019, under the CSO proclamation 1113/2019. Currently, Solidaridad Ethiopia, with other two consortium members, has been undertaking an EU-funded project called LISEC-JOBS. The main objective of the project is to strengthen social cohesion by supporting local economic and social development initiatives, especially for women and young people living in the Modjo area, and enhance industrial and labour relations.
Specific objectives of the project are: to improve skills and access to decent and green (self) employment opportunities for youth/women and nearby communities around leather industries, to improve the capacities of tanneries and other leather actors in waste management and manufacturing practices and to improve social cohesion in Modjo and nearby communities.
In an effort to realise the broader objective of the project initiatives, Solidaridad Network, Ethiopia office is currently working towards strengthening the overall technical knowledge and understanding of the core project actors and beneficiaries on the theories, best practices and other elements and/or aspects of tannery solid waste management and its conversion into valuable products.
To this end, the project office in Ethiopia seeks to engage global renowned international research and/or academic (training) institutions to carry out detailed a training needs assessment and, based on the assessment, conduct tailor-made training of trainers (ToTs) so as to enhance the knowledge and skills of key industrial operators and leather processing experts.

Needs and objectives of the present assignment
The key objectives of the assignment under this ToR document are to carry out a Training Needs Assessment (TNA) and to organise and conduct training of trainers (ToTs) for five trainees with a course/training duration of four weeks.
Based on the TNA report, the envisaged training service under this ToR is expected to cover the management of all possible tannery solid waste, and utilisation of the same to re-use (recycle), which could be converted into valuable products.
As to the mode of delivery, the training must be delivered with a focus on 75% practical and 25% theoretical aspects. Contents of the practical part must focus on the demonstration of technologies, showcasing the practices and technicalities of the utilisation of solid wastes to re-use, and contain all possible leather solid waste conversions into valuable products.
Besides, as has been highlighted in the outset itself, since the envisaged ToTs are meant to be conducted outside of Ethiopia – within the facility of the contending overseas international research and/or training institution – flight and daily peridium allowance expenses for all the trainees shall be covered by Solidaridad.
Scope of work and expected outputs/deliverables
Scope of work
The specific tasks for the contending Institution under this ToR shall include:
- Carry out a detailed “GAP” analysis to identify gaps in the training being imparted on solid waste management and utilisation and assess the training needs, expectations and gaps of knowhow and skills of targeted beneficiaries from the industry and support institution (such as former LIDI (Leather Industry Development Institute) now called Leather and Leather Products Industry Research Development Centre (LLPIRDC), ELIA (Ethiopia Leather Industries Association), etc.). Carry out as part of the GAP analysis the Training Need Assessment (TNA) along with determining the possible outcomes (of the training) and devising the protocol for measuring the outcomes
- Produce a well-written and comprehensive training needs assessment report based on the above, including recommendations for:
- Selection of training participants
- Post-training evaluation
- Impact assessment.
- Organise and conduct one training program for the trainers (ToTs), based abroad within the training facility/site of the Institution for one batch of a total of five trainees; with a course/ training duration of four weeks (one month).
Final deliverables
- Comprehensive training needs assessment report
- ToT training sessions, with a course/ training duration of one month for a group of five participants, completed and reports submitted, including post-training evaluation and impact assessment
- Comprehensive final report after completion of the training.
Timeframe and deadlines
The expected timeframe for the assignment under this ToR document is to be completed within 45 days upon signature of a formal contract agreement.
Reporting requirements
The institution will submit the reports and related documents to Solidaridad Ethiopia Country Office (located in Addis Ababa) to the PMU team by each week to share the progress of the training, certifying that the works, tasks and assignments have been satisfactorily performed.
Requirements for experience and qualifications
- An established expertise in leather research and/or tannery solid waste management and utilisation, with submission of relevant CVs of experts employed in this activity. A dedicated focal point (team leader) is also required to be assigned
- Assigned staff of the institution shall have a minimum of 10 years of work experience in relevant fields, with demonstrated knowledge and experience in conducting need assessments and developing training modules/curriculum, training materials, etc; in the areas of leather manufacturing/processing technology and tannery solid waste management and utilisation technicalities
- Demonstrated knowledge and experience in organising and conduct tailor-made made training for international trainees or students in the relevant fields of study/technicality
- Work experience on similar assignments in similar projects
- Excellent writing, editing and oral communication skills in English.
Documents to be included when submitting the proposals

While submitting the Technical Proposal, the applicant shall, in particular, ensure to attach the following:
- Profile of the institution/company, explaining why they are the most suitable for the work
- Relevant experience of the institution
- Detailed methodology and conceptual framework with expected deliverables and timelines
- Recent CV of the experts
- Legal and valid registration of the institution from its country of origin.
Financial proposal
For this assignment, Solidaridad Network, Ethiopia office has a budget line and the institution has to provide its financial proposal indicating cost breakdown.
The financial proposal shall specify a total lump sum amount (including a breakdown of costs for fees, travel, number of working days, etc.). Payments will be made in instalments based upon key outputs of the services specified in the TOR.
The payment of project charges will be as follows:
- 30% of the project charges will be paid on signing of the contract and submission of a blueprint (inception report) including work-plan and methodology for the assignment (in English)
- 40% of the project charges will be paid on submission of a draft comprehensive training need assessment (in English)
- 30% of the project charges will be paid after completion of the training and submission of the agreed final report.
Evaluation
The institutions/firms should deliver a separate technical and financial proposal that will be assessed as follows:
- Technical proposal: 70 points
- Financial proposal: 30 points.
Submission of the Bid/Proposal
Interested eligible bidders may submit their proposal through email (technical, financial proposal and supporting legal documents). The bid, as well as all correspondence and documents relating to the bid shall be written in English. All financial information should be provided in Euros (€).
The bidder is expected to submit the both technical and financial proposal along with other legal supporting documents to tilahun.mekonnen@solidaridadnetwork.org with a title of <Training provision-Solidaridad Ethiopia>.
Institutions, organisations and research centres can only apply within 10 days of this ToR being published on the International Leather Maker website (September 15, 2022).
